FY24 Missile Defense Agency Project #699

Phase I of the P-699 Project at Andersen AFB involved constructing essential infrastructure for a missile defense system. Key highlights include creating resilient equipment foundations, advanced communication setups, and mobile facilities on existing surfaces, ensuring operational readiness in Guam’s strategic location.

IAN Corporation was contracted by NAVFAC PACIFIC for the FY24 Missile Defense Agency Project #699, Defense of Guam, Initial Deployment at the Joint Regions, Marianas, Guam. IAN Corporation completed approximately 92% of the labor performed on this project.


The purpose of the project is to develop the Initial Deployment Site on Andersen Air Force Base as a deployment and test site for the missile defense system.

Phase I of the P-699 Project is to design and construct the Initial Deployment features at several areas south/southeast of Northwest Field, and north and east of Highway 3A and west of 20th street, at Andersen Air Force Base (AFB), Guam.


To develop the Initial Deployment Site on AAFB as a development and test site for the missile defense system, the scope of work included the following:

  • Construct pad/foundation for assets on existing surface pavement
  • Install communication cable to existing communication shelter, all conduits shall be laid aboveground at ground level (exposed)
  • Construct equipment concrete pads on existing surface pavement
  • Removal of existing metal sheeting and posts on existing temporary wall
  • Install grounding systems for calibration tower, admin shelters, and communication shelter
  • Install power distribution, fiber cable, fiber optic cable and hook up power from generators
  • Install mobile latrine, mobile lights and mobile trailers with pre-cast concrete block anchors on existing tarmac, surface pavement and grounds
  • Install 1,200 SF gravel pad
  • Place 3 Conex’s and 2 Generators on existing tarmac, surface pavement and grounds
  • Provide backfill materials on existing grade and install Geo Cell for site work intended for Range Safety Equipment

The area consists of an approximately 27.7 acres parcel pm the ID site on Andersen Air Force Base.

The site is primarily composed of disturbed, built landscape, including grassy areas and concrete structures and roadways.


The work also included vegetation clearing and grubbing, all subgrade work, utilities, grounding, and other necessary support for the Initial Deployment features.
